In the context of romplers, an expansion board contains more sounds.
On the physical level, it's a daughter board containing one or more ROM chips of data. The motherboard's likely able to house multiple daughter boards at once, and they're intended to stay put. This is very much like a cartridge in an arcade board such as the Neo-Geo MVS.
On the more abstract data level, it contains samples, and programs that make use of them. This makes it much more like a sample CD, only with instant access, and far less data (typically 8 MB compared to 512 MB... but certainly a more carefully curated, less wasteful 8 MB).
Expansion boards peaked in the late 1990s to early 2000s, with the JV-2080 and Triton-Rack each able to house an impressive eight of them.
